Walter Cornelious Phipps, 69, passed from his earthly life Thursday, August 13, 2026. He was born June 18, 1957 in Wilmington, the son of Johnnie C. Phipps and Maggie Earlene Zurcher Phipps. In addition to his parents Walter was preceded in death by his son, Paul Phipps.

He is survived by his wife, Janet Dexter Phipps; sons, James Phipps (Nichole) and James Barbee (Mitzi); daughter, Caitlin Barbee (Matt Wilson); many grandchildren including Ana Phipps, Jack Dexter, and Dexter Barbee; brother, George Phipps; and many extended family and friends.

Walter lived a life defined by a genuine dedication to helping others. He proudly served his country through his time in the Army and continued that commitment throughout his career with the North Carolina Department of Adult Correction. He found great fulfillment in sharing his knowledge and experiences with others, including spending time as an in-service instructor at James Sprunt Community College. Always looking for the next adventure, Walter enjoyed many hobbies including cruising, golfing, riding motorcycles, flying drones, and spending time with family. He also enjoyed the fellowship and brotherhood he developed with the Atkinson Masonic Lodge. His legacy lives on through the lessons he shared, the friendships he built, and the memories he leaves behind.

A service to celebrate Walter’s life will be 6:00 p.m. Wednesday, August 19, 2026 at Quinn McGowen Funeral Home Burgaw Chapel. Mickey Easterling will conduct the service. The NC State flag will be presented by Pender Correctional Institution and Masonic Rites will be accorded by Atkinson Lodge # 612.  The family will receive friends at the funeral home following the service.
